First-Class Education

Every child in Harrisonburg deserves a first-class education, regardless of zip code, background, or family income. As an educator himself, Javier will be a strong partner to the school board, administrators, teachers, and parents to prioritize this focus.

Safe Communities

Keeping families and streets safe is a top priority. Javier will ensure police receive top training in de-escalation, mental health awareness, and community partnerships, while remaining fully equipped to enforce laws, reduce violent crime, and protect our citizens against those who intend to prey on them.

Smart Money Management

Javier will manage our tax dollars with the same care and focus he applies to his personal finances. He believes in investing in education, public safety, infrastructure, and amenities while protecting taxpayer investments. His goal is to ensure a solid financial future for Harrisonburg, preventing tax increases and maintaining high-quality services.

Harrisonburg as a Place of Hope

Politics feels broken everywhere, with division and selfish interests driving decisions. As a homeless youth with shattered dreams, Javier found hope and a future in Harrisonburg. He’s running to ensure Harrisonburg continues to fuel dreams, opportunities, and community for everyone, regardless of their background or challenges. The city changed his life, and he wants it to keep being a place of miracles for others.

MEET Javier

Javier Calleja’s journey is a testament to the American Dream, embodying the spirit of perseverance and hard work. Born in humble beginnings, Javier’s life is a powerful narrative of overcoming adversity and achieving success through dedication and determination. Now, he is running for Harrisonburg City Council, bringing his unique story and perspective to the political arena. 

Javier was born to a young mother in Uruguay and faced significant hardships from an early age. His biological father, a Navy man, passed away when Javier was just eight months old. His mother remarried, but tragedy struck again when his stepfather was killed in an accident caused by a drunk driver. This left Javier‘s family in extreme poverty, and his mother struggled to find work. They had to move to more affordable yet unsafe areas during this time. Javier’s early understanding of hardship and survival would shape the next two decades of his young life. 

At the age of 14, Javier faced a life-threatening brain stroke, spending 22 days in the ICU and taking nearly a year to recover. Despite these challenges, he completed his education, realizing that opportunities for the younger generation in Uruguay were scarce. At 18, he bravely decided to move to the United States for a better life, arriving with just $247 in his pocket and no knowledge of English. 

Javier’s early days in the U.S. were marked by extreme poverty and homelessness. He spent nights in a plaza, ate from dumpsters, and even slept in a treehouse and a car. Despite these challenges, he learned English within six months by using bilingual books and practicing with colleagues. Javier worked various jobs, including as a janitor and in the fast food, while putting himself through college. His determination paid off as he advanced in his career and eventually became a manager. He earned his Bachelor’s degree in Education with a minor in Business Administration from Eastern Mennonite University. 


Javier’s academic journey continued with a master’s degree and a PhD in Applied Linguistics from Jaén University in Spain. His dedication to education and his students earned him accolades, including the title of Role Model Teacher of the Year at T.C. Williams High School. Beyond the classroom, he served as a medical interpreter, ensuring language barriers did not impede access to healthcare. Javier now teaches at James Madison University.

Javier’s life is a story of grit, sacrifice, and relentless pursuit of a better future. He is a devoted husband and father of four, balancing his family responsibilities with his academic and professional endeavors. His candidacy is built on the values of hard work, education, and service to others, resonating deeply with the core of the American Dream. Javier Calleja’s journey from poverty and loss to becoming a respected educator and community leader inspires hope and exemplifies the transformative power of perseverance and determination. As an independent candidate, he is committed to representing all constituents, bringing fresh perspectives, and a dedication to bridging divides in Harrisonburg for our future.
